Country, City and Time-zone Views
Use the country view when you need the civil-time picture for a whole territory; use a city view when the question is about one place. A country can contain one zone or several, while the city page can show the rule set that applies at that point and the offset in force now.
That distinction matters because a time-zone name and a UTC offset are not interchangeable. A zone such as Europe/London is a set of rules over time. An offset such as UTC+1 is only the result of those rules at a particular moment.
How the Clock is Resolved
The clocks are resolved from IANA time-zone identifiers rather than from a permanent number stored beside each city. That lets the same city page follow seasonal clock changes and historical rule changes without pretending its offset never moves.
UTC is the common reference used to compare those local rules. Two places showing the same wall-clock time do not necessarily share a zone, and two places in the same country do not necessarily share an offset. The live value beside each city is therefore more useful than memorising a fixed difference.
Use the Rule for the Date You Mean
